House Bill 2: Testimony Before the Texas House Ways & Means Committee

House Bill 2: Texas Property Tax Relief Act

The Texas House Ways & Means Committee considered House Bill 2 or the Texas Property Tax Relief Act on Monday, March 13, 2023. This legislation is named as a legislative priority of House Speaker Dade Phelan’s for the 88th Legislative Session.

House Bill 2 seeks to lower the existing 10% appraisal cap to that of 5% and apply it to all properties. It also includes additional compression of the M&O portion of the property tax.

Texans for Fiscal Responsibility testified as neutral on the legislation as it does provide property tax relief in the form of compression though we are concerned it does not provide a path to an elimination of the tax itself.
