Subject: Senate Bill 14 (SB 14) – Regulatory efficiency

- Caption: Relating to reforming the procedure by which state agencies adopt rules and impose regulatory requirements and the deference given to the interpretation of laws and rules by state agencies in certain judicial proceedings.
- TFR Position: SUPPORT
- Background:
- SB 14 seeks to enhance transparency, efficiency, and accountability in Texas’ regulatory process by establishing the Texas Regulatory Efficiency Office within the Governor’s Office, requiring cost-benefit analyses, simplifying rules and publishing them in plain language for businesses, and eliminating outdated regulations. Additionally, it limits the power of unelected agencies by ensuring courts independently review legal interpretations rather than deferring to agency decisions. While there is an initial cost, the long-term benefits include a leaner regulatory environment, lower compliance costs, and stronger judicial oversight—fostering economic growth and protecting taxpayers from excessive government intervention. TFR supports SB 14.
