The 2025 Fiscal Responsibility Index by Texans for Fiscal Responsibility has officially launched, and taxpayers across the State are already diving into the scores and analysis.
The Index is the go-to resource for understanding how Texas lawmakers vote to spend your hard-earned tax dollars, and on other critical issues important for families.
The Fiscal Responsibility Index evaluates state representatives and senators based on their voting records, focusing especially on policies that promote fiscal discipline, transparency and liberty. It’s a clear, data-driven look at who prioritized responsible spending and proper role of government, and who did not.
The Index scores legislators on a 0-100 scale and an A-F grade rating, with those legislators receiving a 90 or above earning the title of “Taxpayer Champion.”
This session, 23 legislators earned that title: 3 in the Texas Senate, and 20 in the Texas House.
These champions demonstrated a consistent commitment to taxpayers on a variety of spending, size of government, and liberty issues. Texans should be proud of these men and women fighting for them in Austin.
The 2025 Index also saw a notable increase in the average scores of both chambers compared to recent sessions, driven in part by a conservative, pro-taxpayer freshman class.
