Why Republicans Should Vote Against the Texas Budget – Reason #9: The Texas Budget is Not Pro-Growth

Texas is still growing—but it’s no longer growing right. In a state known for dynamism, this year’s budget feels more like a bureaucratic monument than a launchpad for prosperity. Despite historic surpluses, lawmakers have chosen spending sprees over structural reform and tax relief, comfort over competition, and status quo over innovation.

Being pro-growth means more than watching the economy expand on autopilot. It requires purposeful policy—policies that reduce the tax burden, rein in bloated government, and reward productivity. But the proposed 2026–27 Texas budget fails this test. Instead of returning the surplus to taxpayers or cutting harmful, burdensome taxes like the school M&O property tax, it pours billions into new spending. In fact, total state-controlled spending is projected to grow by 43% since just four years ago, nearly double the responsible benchmark of population growth plus inflation.

Only $6 billion is allocated for tax relief—a fraction of what could be achieved. Meanwhile, billions flow to special-interest projects, expanded agencies, and salary hikes. Nowhere is there a substantial plan to unshackle entrepreneurs from excessive regulations and spending, or school choice for more than a fraction of Texas’ child population. These are the engines of sustained, bottom-up economic growth. They are missing in action.

The alternative is clear. A pro-growth Texas budget would use surplus funds to permanently phase out burdensome property taxes, implement strict spending caps, and cut red tape that holds back small businesses. It would reward work, investment, and innovation—not government dependency.

If we want Texas to remain a jobs magnet, a launchpad for startups, and a haven for working families, we can’t afford to coast. This budget might preserve today’s Texas, but it does nothing to build tomorrow’s. That’s not just short-sighted—it’s anti-growth.

Voting for this budget is voting for stagnation. Conservatives should demand better. The future of Texas depends on it.
