Second Special Session Ends without Property Tax Relief

The Texas Legislature adjourned sine die late on the night of September 3, 2025, marking the end of the second special session of the 89th Legislature. Called by Governor Greg Abbott to address a range of pressing issues, the 30-day session saw lawmakers tackle topics from congressional redistricting to education reforms and emergency preparedness. While many bills crossed the finish line, bills aimed and real property tax relief and reform fell short. 

Among the bills that made it to the finish line included legislation that redraws Texas’s congressional maps to add five new republican-leaning districts, legislation to enhance safety and emergency response systems for flooding, including improvements to early warning mechanisms, and abolishing the STAAR test, replacing it with alternative testing and accountability measures. 

However, the session’s closure left several taxpayer priorities unresolved, and collecting dust. 

Despite Governor Abbott and millions of taxpayers demanding real reforms, the Legislature failed, once again, to pass property tax relief and reform to put Texas on a path to property tax elimination.

Legislation to meaningfully reduce the tax burden for all Texans (not just a select few), impose common-sense spending limits on all taxing entities using the base metric of population plus inflation, and ban the unethical practice of taxpayer-funded lobbying by local governments, all failed to advance and pass. 

These unresolved issues could prompt Gov. Abbott to call a third special session, though no announcement has been made. 

This isn’t just a missed opportunity, it’s a complete failure to address one of the most pressing issues for every day Texans, for families, and for small businesses. Texans are getting crushed by ever-increasing property taxes. 

Texas must act, before it is too late.
