Texas taxpayers delivered a pretty clear message on November 3 beyond the partisan swing: enough with the tax increases and debt.
Across the districts and local governments that TFR highlighted in the weeks before the election,1 voters rejected the large majority of the dozens of proposed bonds and voter-approval tax rate elections (VATREs). The results, still unofficial pending final canvass, show consistent skepticism toward new debt and higher property-tax rates, even as local officials argued the money was essential for facilities, operations, and staff.
The biggest packages failed by wide margins. Cypress-Fairbanks ISD voters turned down a roughly $1.6 billion bond package and an accompanying VATRE that would have raised the maintenance-and-operations rate by about nine cents and generated roughly $103 million more in operating revenue. All five propositions failed,2 with none receiving more than 37 percent support. Channelview ISD’s five propositions, totaling more than 165 million, were rejected.3 Crosby ISD’s two propositions, $98 million for a new elementary and districtwide work plus $110 million for a new middle school—also failed.4
In North Texas,5 the story is the same. Irving ISD’s four propositions totaling roughly $952 million were defeated, none topping 45 percent. Keller ISD’s five propositions totaling $828 million, including a $756 million facilities proposition, were rejected. Cleburne voters rejected6 a $62.5 million bond as well. Dallas County’s Proposition A, a tax-rate increase to fund homelessness programs, failed roughly 48–52.7 McKinney ISD’s VATRE failed. In fact, some McKinney-area voters had roughly ten ballot propositions8 potentially raising their property tax burden on the same ballot. All 10 had the legally required disclosure, “THIS IS A PROPERTY TAX INCREASE,” and were soundly defeated by voters.
San Antonio-area districts saw similar results:9 San Antonio ISD’s VATRE and three bond propositions totaling about $600 million failed; Northside ISD’s VATRE and three bond propositions totaling about $886 million failed; East Central and South San Antonio VATREs failed. Georgetown ISD’s VATRE failed 48–52,10 Robinson ISD’s $81 million junior-high bond failed,11 and Leander ISD’s three-cent VATRE failed.12
East Texas and smaller districts generally followed the same trend. Leon ISD’s three bond propositions and VATRE all failed,13 as did San Augustine ISD’s14 $750,000 proposition. Teague ISD15 passed its $21.3 million classroom and facilities proposition while rejecting the $20.9 million athletic proposition.
A handful of measures passed. Childress ISD approved16 all four propositions, including $88.5 million to renovate and expand its high school, a new elementary, a field house, and an attendance-credit election. Manor ISD passed17 its two bond propositions totaling roughly $400 million. Seguin ISD18 and Schertz-Cibolo-Universal City ISD19 narrowly approved their VATREs.
These results defied partisan trends within the elections themselves. Voters are not automatically opposed to every school or local project, but they are increasingly unwilling to authorize large, new principal amounts that will cost even more once interest is added, or to ratify even higher property tax rates, while many households already face higher insurance costs, fuel, groceries, and other everyday expenses. Districts that pointed to aging buildings, inflation, or funding shortfalls still faced decisive “no” votes. In several cases the same districts already carry substantial outstanding debt; adding hundreds of millions more would have locked in higher debt-service payments for a generation.
Taxpayers clearly expect tighter prioritization, fiscal discipline, and greater restraint before asking property owners to shoulder even more. Local officials who return with similar packages in future elections will face an electorate that has already shown it is willing to say no.
